If the party are successful in their attempt to be elected at the next general election, the Conservatives plan to merge the two institutions, the Financial Times (FT) reported.
The plans put forward by the Tories have been openly opposed by Mr Sants, but an insider speaking to the FT said the party had held talks with Mr Sants over the issue in the past few weeks.
However, shadow chancellor George Osborne's spokesperson claimed that the party was not trying to woo Mr Sants and get him to take on the new role.
"We are not lining up anyone. There's an election to be won first," the spokesperson told the news provider.
Earlier this month, Mr Sants claimed that dismantling the FSA and merging parts of it with the BoE would plunge the UK into a financial dark age.
