The finance and business services directorate brings together corporate support services for Highways England. We aim to provide a high level of support and services to the business. Our responsibilities include finance, audit & assurance, human resources, information technology, property and business management.

The finance services division sets the Company’s policy and provides guidance for corporate governance, financial and management accounting. It also provides both strategic and operational financial support for business management across the wider organisation.

The financial accounting team delivers the Highways England Annual and quarterly accounts, DfT consolidation submission and is responsible for all accounting policies and procedures.

Role Purpose:

  • To assist with the smooth running of the monthly management accounts preparation process including reviewing and challenging current and emerging business issues.
  • To provide guidance and advice to Highways England staff on management accounting requirements.
  • To contribute fully to the completion of financial reports: internal (e.g. senior management) and external (e.g. including those for DfT and ORR).
  • Become a team “expert” on matters relating to capital DEL and AME: budgeting, YTD position, FYF and risks.
  • Become a team “champion” on matters relating to changes to accounting systems (SfM) and processes.

Key responsibilities:

Support the Senior Finance Manager in all matters relating to:

  • The budgeting and reporting of the capital position for Highways England.
  • Internal and external financial reporting (both routine and ad hoc).
  • Undertaking financial analysis and reconciliations.
  • To prepare all reports, returns, financial analysis and reconciliations within scope of the overall job purpose and objectives.
  • To play a key part in the production and delivery of Highways England’s annual capital allocation, budget and subsequent reviews and monitoring.
  • To complete ad hoc tasks/projects as required.

Key requirements/You will have:

  • Fully Qualified accountant.
  • Extensive experience of Microsoft Excel.
  • Strong demonstrable experience of accounting standards.
  • A strong track record of delivering outcomes and achievements in a customer focussed organisation.
  • Basic knowledge of corporation taxation & VAT is desirable.
  • Experience of Oracle v11i is desirable.
  • Experience understanding and interpreting of the HMT Consolidated budget guidance would be desirable.
  • Project accounting exposure with delivery teams (capital and resource) from a financial perspective. Providing financial oversight, performance reporting and risk management services to the project delivery teams and at a corporate level.
  • Exposure of a regulated business environment and the need to continually consider project delivery objectives and the related financial reporting aligned to the regulatory requirements.
