Principle Responsibilities:

To be accountable and responsible (with others) for the annual contract negotiations with CSUs,  Clinical Commissioning Groups, Specialist Services Commissioning Consortia and Non Contracted Commissioners. To ensure that these reflect the Trust’s overall financial and business strategy and ambitions and that any agreements are financially sound and in the best overall interests of the Trust. 

  • To be accountable and responsible (with others) for managing the financial and operational performance of all SLA contracts for acute services and to work with other teams within the Trust to ensure the contracts are worded to protect the interests of the Trust 
  • To act as the co-ordination point for all Trust communication with Commissioners around SLA contracts to ensure the Trust’s best interest is maintained at all times. 
  • To ensure contractual performance criteria are addressed and monitored and  Commissioners receive all relevant information in accordance with the terms and conditions of the contract. 
  • To work with clinical leads, operational service managers, and corporate teams in ensuring delivery of quality targets and metrics are fully embedded within service provision and are appropriately monitored 
  • To advise Operational teams to ensure they understand the terms and conditions of the contracts, the baseline activity, the importance of data quality and that the contracts reflect their service objectives and manage any major changes following the conclusion of the annual negotiations 
  • To be the CQUIN lead for the Trust, ensuring all CQUIN documentation reflects internal agreements.  To provide advice and support to Operational and Corporate teams in the implementation and delivery of CQUIN Indicators within agreed timescales, to agreed targets and in order to achieve full payment of income to Trust.  
  • Alongside the Head of Information, to organise, be involved with, and produce, reports on the outcome of clinical audits with external parties required to evidence Trust performance against agreed contract targets e.g. performance metrics whilst ensuring adherence to Information Governance requirements and contract strategy.
  • To influence colleagues to reach agreement on contract documentation and gain commitment to delivery against agreed targets.  
  • To advise and make recommendations to the Trust SLA Team and other lead officers in developing and maintaining positive working relationships with the Trust partners in the local Health Authority including Strategic health Authority and Primary Care Trust both in their commissioner and provider capacities.
  • Deputise for the Head of Income and Contracts  at Provider meetings when required.
  • Where necessary - support and advise senior members of the SLA team in taking the lead on arbitration negotiations, producing the appropriate documents.
