My client is a large central government department who are looking to recruit fully qualified Financial Analysts to work on a large government funding programme.
The specialist contractors brought in will need to work with the existing shadow financing model and approach to assess projects. They will be expected to work to the commercial lead for the project. It is expected that suitable contractors will have a background in financial (discounted cashflow) analysis, either from an accountancy or banking perspective and will hold at least a CFA level 1 qualification (or equivalent). Experience working to validate heat networks (either in the UK or aboard) would not be a requirement but would be a benefit.
The expectation is that the contractors would form part of the commercial analysis team for the duration of the contract and would take responsibility for assessing entire projects from a financial perspective. To achieve this, we would expect that the applicant's financial input template would first be uploaded to our system and the project would be assessed with reference to our existing shadow model to consider if the assumptions regarding income, costs, and liabilities are in line with expectations for projects of that size and scale.
The contractor would then be in a position to determine the required HMG contribution to make the project viable (the 'hurdle rate' IRR) - this would then be compared against what the applicant has proposed as the Government contribution.
The contractor would then provide the Approvals Panel with their score and recommended ranking. The assessors will not take the final decision on awarding funding.
If the information provided does not compare favourably to the internally generated analysis or is not sufficient to make conclusions, bridge analysis will be needed to establish where the discrepancies in the proposal originate. The contractor would then need to be able to analyse why such errors have occurred and recommend how they can be resolved.
