Head of Financial Developments

To be the Trust's primary finance lead on the development and appraisal of investment cases and strategic development projects. This will include oversight and detailed understanding of complex financial modelling, development of public sector business cases and development of bespoke financial models where required.

Oxford University Hospitals (OUH) is a world renowned centre of clinical excellence and one of the largest NHS teaching trusts in the UK. The Trust is made up of four hospitals - the John Radcliffe Hospital (which includes the Children's Hospital, West Wing, Eye Hospital, Heart Centre and Women's Centre), the Churchill Hospital and the Nuffield Orthopaedic Centre, all located in Oxford, and the Horton General Hospital in Banbury, north Oxfordshire.

OUH provides a wide range of clinical services, specialist services (including cardiac, cancer, musculoskeletal and neurological rehabilitation) medical education, training and research.

Detailed Job Description

  • To play a leading role on a variety of projects, including the capital redevelopment programme, the estates strategy, continued ICT investment and service specific developments, as well as providing oversight on a number of smaller projects.
  • To act as the Trust's primary finance lead on the development and appraisal of major investment cases, including those relating to capital and revenue. This will include working closely with the relevant project team.
  • To lead in the development of viable, robust and deliverable financial cases, including support at various stages of business case development, from internal and external approval to financing (NHS Improvement, NHS England, ITFF, DH and HM Treasury).
    • To act as the Trust's primary finance lead on the development of strategic development projects, including major service redesign programmes, estates development and equipment programmes.
    • To lead financial modelling work relating to new and strategic developments within the Trust.
    • To oversee the development of complex financial models, be they bespoke (HM Treasury 5-case model), standardised (the Trust business case templates) or external (LTFM or ITFF), including being expected to be able to oversee, develop and review these models as required.
    • To work with clinical teams in developing service models associated with the new strategic developments.
    • To manage and procure external consultants assisting with a variety of projects, including financial consultants, lawyers and taxation advisers.
    • To line manage and develop the Finance Manager - Projects in the management of work and support to projects. Including ensuring reports are supported, motivated and developed to the highest possible level.
    • To develop and implement project plans, ensure projects meet key milestones and deliver within agreed timescales.

Candidate's Profile

  • Qualified relevant finance qualification (e.g. ACA, CIMA, CIPFA, ACCA).
  • Significant, substantial and extensive experience of operating at a strategic or corporate level in a complex organisational environment, preferably NHS Acute Trust, or in a role closely aligned to it (e.g. Big 4/Professional Services, NHS Improvement/Monitor/Trust Development Authority etc).
  • Substantial professional finance experience managing large-scale, high profile projects
  • Experience of developing complex capital and revenue business cases (greater than £10m +) in the NHS.
  • Substantial experience of working autonomously and independently with senior stakeholders to deliver project objectives.
  • Experience of operating through influence and networks rather than direct authority.
  • Expert knowledge of financial management in a healthcare/commercial environment, and of the implications of the changing financial regime in the NHS.
  • Knowledge of public procurement and financing solutions (including PFI, P21+ etc).
  • Expert knowledge of performance reporting and performance management.
  • Ability to develop and review complex financial models.
  • Able to analyse and interpret complex financial and non-financial data, and to present this in a clear and intelligent way.
  • Able to operate in complex environments where leadership is diffuse.
  • Excellent skills of influencing, persuasion and negotiation.
  • Proven ability to present ideas clearly and succinctly - both verbally (including presentations) and in writing.
  • Ability to work flexibly in a fast changing environment.
  • A facilitative and inclusive approach to management.
