Financial Planning & Analysis Manager -Senior Specialist Accelerated Construction
£50,000-£70,000

The Homes & Communities Agency (HCA) is the government’s housing, land and regeneration agency, and the regulator of social housing providers in England.
HCA has a vacancy for a specialist role to cover the technical accounting issues arising from HCA programmes. For example HCA is currently piloting Accelerated Construction to accelerate housing supply. This programme brings complex commercial issues and the post holder will be expected to work with the Head of Accounting, the wider finance team and delivery teams to establish the framework for accounting and on-going monitoring.
Key parts of this role will be:
• Ensuring that the Agency’s specialist programmes are accounted for and valued correctly
• Monitoring the performance of investments and their returns, and keeping the Board and its Committees informed of emerging issues;
• Working with the Land team and other support functions to develop robust systems to account for specialist programmes correctly.
Main Duties and Key Accountabilities of the job holder:
- Responsible to the Head of Accounting for monitoring and reporting on the Agency’s specialist and complex programmes, in particular Accelerated Construction
- Ensure that all specialist programme transactions are captured and valued correctly
- Regular reporting to Board and its Committees to keep them informed of current status and emerging issues
- Preparation of quarterly and annual financial accounting information for inclusion in annual accounts and quarterly consolidation returns to DCLG, including all required disclosures under IFRS, in relation to Accelerated Construction and other specialist programmes
- Review of valuation methodologies and development accounts
- Work with IT and delivery teams to develop robust systems to record, monitor and value transactions accurately for inclusion in annual accounts
- Provide guidance to delivery teams to enable them to provide the necessary management information requirements
- Maintain relationships with delivery teams (OAs and Land team)
- Provide challenge to delivery teams making judgements on land and AFS investment carrying values
- Manage the requirements arising from the external audit process, as it relates to Accelerated Construction and other specialist programmes
- Develop and maintain effective controls relevant to the recording and valuation of Accelerated Construction transactions (and other specialist programmes)
- Review and provide technical advice on the accounting treatment of new programmes, investments and approvals
- Provide information on forecast investment returns to other finance teams and long term receipts forecasts
Role Requirements
Recognised professional accountancy qualification, such as CIPFA, CIMA, ACCA, ACA , or other relevant qualification
Knowledge, Skills and Experience
- Significant, relevant experience at manager level in public/private sector
- Property/housing sector experience essential
- Advanced level of technical accountancy knowledge under IFRS, particularly in relation to land and financial instruments
- Excellent analytical and data interrogation skills
- Excellent Excel and report writing skills
- Excellent understanding of VAT an Stamp duty in relation to property/housing development
- Excellent commercial skills, the ability to critically appraise investment decisions is essential
