The Disclosure & Barring Service (DBS) is a non-departmental public body sponsored by the Home Office. We provide information to employers and other organisations in England and Wales (and barring information only in Northern Ireland) so they can make informed recruitment and licensing decisions, especially for employees and volunteers working with vulnerable groups. We also determine whether an individual can take up relevant posts by making decisions about inclusion on a barred list.

You will be responsible for preparing the annual budgeting and quarterly forecast for specific directorate areas and ensure credible budgets/forecasts are developed that withstand scrutiny by SMT and Board. You will build effective relationships with DMTs, and as a result, provide a single point of contact advice, and effectively challenge use of resources in meeting demand, performance measures and business plan priorities.
Key accountabilities will include:
- Supporting and challenging budget holders and managers to ensure appropriate decisions are made using relevant and robust financial information
- Understanding potential risks to the DBS budget/forecast, escalating these as required, and identifying mitigating actions to resolve these
- Ensuring that DBS achieves maximum benefit from its resources, ensuring the right balance between economy, efficiency and effectiveness
- Ensuring there is accurate and timely actual and forecast financial information developed and reported within the Business
- Working with the wider finance team to ensure accounts are updated as appropriate and business knowledge is shared within the team as appropriate
- Facilitating the annual budget process, ensuring credible budgets are developed that withstand scrutiny by SMT and the Board and its committees that are supported by a clear audit trail
- Ensuring operational and project teams understand and are challenged upon their use of resources to meet demand, performance targets and business plan priorities
- Supporting the operations teams in the development and challenge of operational workforce planning models to meet expected demand for services, including use of activity based costing techniques where appropriate
- Providing cover for other finance business partners where necessary
Essential skills:
- You must be a qualified member of a CCAB accounting body or CIMA.
