Brown speaks about pre-Budget report tax cuts The prime minister has vowed to introduce tax cuts to help both families and businesses across the UK.

Gordon Brown admitted to the need for "fiscal expansion" to help boost growth in the country's economy.

Speaking ahead of the pre-Budget report due on Monday during prime minister's question time, Mr Brown said the UK can expect to hear measures announced next week that could help small businesses.

The head of tax at business advisory firm KMPG, Sue Bonney, has speculated about what proposals could be included in the report, stating that public finances "are clearly stretched".

She said: "Without the tax cuts and substantial public borrowing that the Prime Minister says are needed to help the UK economy, the chancellor would have very limited room for manoeuvre."

KPMG recently claimed that European Commission proposals to reduce VAT rates for an enlarged range of services could help the government to boost the UK labour market.
