A new office could be created that would operate much like the National Audit Office (NAO) and be responsible for the civil service.

This follows a recommendation from the public administration select committee, which urged the government to create such a faculty to improve performance and boost efficiency.

Failings such as the recruitment of junior doctors and the rural payments agency have highlighted this need, according to the committee.

A report released by the committee stated: "We should have a body, working with a select committee in the same way, that scrutinises civil service performance in detail on more than a financial basis."

It also referred to current numerical targets set for the civil service as "crude" and "counterproductive", although it conceded that many efficiency savings are possible within the structure of government.

The NAO's role is to scrutinise public spending, auditing the accounts of all central government agencies and departments, along with a number of other quangos and bodies.
