ICAEW: More consultation needed over tax policy

A leading accountant body has criticised the chancellor's method of formulating tax policy, reports Accountancy Age.

The Institute of Accountants in England and Wales (ICAEW) claimed that unless in the case of countering tax avoidance schemes or other such circumstances, all changes to taxes should be consulted with stakeholders.

"Taxpayers legitimate expectations need to be preserved," said Frank Haskew, head of the ICAEW Tax Faculty.

Mr Haskew warned chancellor Alistair Darling that there needs to be an overarching strategy with core principles for the tax system.

In relation to non-domicile taxation, Mr Haskew added: "The ICAEW is concerned that the impact of the new £30,000 levy on the UK's international competitiveness has not been considered thoroughly."

He claimed that the levy will affect low-earning non-domiciles rather than just the wealthy.

Mr Haskew has also criticised Mr Darling's amendments to the capital gains tax regime, claiming further complexity has been added to an already struggling tax system.
