Housing finance officer, Local Government Housing finance


My client has a 6 - 9 month role as a Housing Finance and Compliance Officer to join their newly created project team. Based in Chelmsford working within a specialised housing advice & options service, you will be assisting the organisational change and implementation of new processes and financial procedures

We are awaiting the IR35 determination of this role


Main purpose of role:

  • Evaluate current financial procedures and business processes and develop and implement new ways of working to improve the effective and efficient financial management and operation of the service
  • Support the implementation of a new electronic housing management system and ensure it meets the requirements of all financial aspects of the service
  • Establish and lead performance improvement teams to review specific financial performance issues
  • Implement robust financial and budget management systems, including rent accounts, in collaboration with the finance team to ensure fulfilment of corporate requirements
  • Work with the Housing Benefits team to ensure accurate applications, claims and payments
  • Ensure accurate and timely re-charging, invoice and income collection, with specific reference to the use and provision of temporary accommodation, reconciling payments, benefits claimed and income on a weekly basis
  • Develop and implement robust arrears collection criteria and processes
  • Implement effective procurement and contract management and monitoring procedures
  • Support the development of a performance management framework and suite if KPIs for the service


Knowledge, skills and experience:

  • Knowledge of legislation, statutory requirements and good practice in relation to housing and homelessness services, in particular
  • Experience gained, ideally, within a Local Authority housing service
  • High level of IT proficiency with specific experience of housing management systems and applications
  • Demonstrable experience of developing and implementing financial and budget management systems, processes, procedures and reporting to ensure maximum accuracy and collection and recovery
  • Understanding and experience of some corporate support services, such as procurement, data protection, audit, risk management and contract management
  • Ability to think, plan, and act with a creative approach to problem solving and delivery in demanding circumstances and with competing priorities.
  • Ability to analyse, interpret and evaluate detailed information and complex data
  • Strong communication and presentation skills, both written and oral; with ability to influence and work in partnership with others to achieve positive outcomes
