Elevation Senior Finance are delighted to be partnering with a major regulatory organisation in York as they seek to appoint a Head of Finance Business Partnering and Performance. This is a rare and unique opportunity to join a market leader in their specialist field.
Key Responsibilities:
-The Head of Finance Business Partnering and Performance will support the organisation in delivering its strategy, through financial analysis, performance management and ensuring we provide great value for money. This includes oversight of the business planning, budgeting and forecasting, as well as corporate performance, continuous improvement and risk
-They will be the custodian and champion of value for money - the role focuses on protecting value, driving value and adding value
-The post holder will partner and collaborate with a range of stakeholders, including the Chair and Board members, CEO and Executive Directors and their teams. Acting as the face of finance and taking finance to the heart of decision making, by bringing together policy with financial and commercial awareness and analysis. As a critical friend to the business, they will ensure value for money and optimal use of public funds, efficient and effective use of budgets and provide the Executive with insightful financial analysis to inform decision making.
-The post holder will also lead the Performance team which includes experts in performance, benefits, planning, risk and continuous improvement. For the organisation to be an accountable and excellent regulator it has an appetite to improve its performance management and to set targets for all its key priorities. It wants to continue to bring together its business cases and prioritisation, budgeting, forecasting, planning, performance and risk management, and reporting, and make these processes more effective and efficient
-The post holder will report to the Director of Finance and Performance, whilst maintaining relationships with multiple stakeholders and the business areas, providing constructive challenge to improve value for money, financial governance, control and alignment is maintained, with balanced commercial and professional reporting
-You will be responsible for leading a team of 15.
-Executive/Board Support the Board and Executive in delivering great impact from small resources, embedding a culture of value for money and supporting the delivery of the organisation's stratergy
-Lead in the translation of policy decisions and proposals and strategic objectives into measurable outcomes and KPIs, value for money, financial impact, risks and opportunities and communicating this effectively to senior stakeholders to support decision making
- Take the Finance lead on Business Planning and Budgeting - build a process that is fully integrated and links business cases, outcomes and benefits, prioritisation, business planning, cost drivers, resource, performance and risk
-Partner the business to map their outcomes, performance and their end to end processes and cost drivers, unit costs and risks
-Support the implementation and development of performance reporting across the business and the critical path for their delivery through collaboration and continued relationship building with colleagues across the business
-Work closely with projects and programmes to ensure outcomes are clear and measurable and costs are known - ensure business cases are developed and in doing so work as an integral part of the project or programme, sitting on its board and ensure that a sound commercial case for development is put forward.
-Sit on the IT Management Board offering Financial expertise on proposed IT improvements and systems
-Develop and improve the finance support and information provided to members of the Investment Board and the business with regards to preparing outcome based business cases that support consumer benefits and value for money
-Drive a value for money and performance culture within the SLT and cost centre manager communities - improve financial management and reporting, including working with partners to develop their outputs and deliverables such as the Accounting team
The successful candidate will require the following:
-Fully qualified Accountant (CIMA / ACCA / ACA)
-Must have experience of working in a business facing finance business partnering role
