Finance Officer - Housing £21,000 to 23,000 plus benefits

The purpose of the Housing Finance Officer is to provide financial/account support. To enable the continued improvement of Services and focus on income management and scrutiny under the direction of the Senior Housing Finance Officer. There is an emphasis on improving the quality of performance and value for money. Comply with Financial Regulations, Standing Orders and departmental procedures and guidelines. The post holder will act as the link between tenants and external/internal departments.


What you'll need to succeed

  • Main Duties and Responsibilities: (This list contains the main duties and responsibilities of the post holder but it is not an exhaustive list)
  • Maintain new and amended direct debit instructions on our clients Rent Accounting System, process the monthly direct debit/BACS payments and advise tenants of changes within the set deadlines.
  • Investigate and analyse credits/debits on the rent system, and process as required ensuring sufficient authority for transactions are obtained.
  • Analyse and complete reconciliation's of various housing and corporate financial systems.
  • Process Right to Buy applications and sale completions, cost floor checks and maintain register of sold properties.
  • Maintain and analyse the Contents Insurance database, setting up and amending policies, issuing certificates and documentation as required. Promote the Contents Insurance scheme and provide an advisory service to tenants.
  • Maintain the Leaseholder database (in conjunction with the Leaseholder Housing Officer). Process Direct Debits, credits and property sales. Provide advice and support to the Leaseholder Housing Officer.
  • Analyse, verify and process weekly lettings, vacations and associated activities.
  • Utilise the Civica Financials computerised accounts package to place orders for goods and services in compliance with Financial Standing Orders, GRN goods and process invoices.
  • Assist with the financial year end process, meet with auditors as and when required to discuss systems and procedures within the section. To be responsible for the maintenance of accurate records/databases relating to housing finance under the team's control to satisfy audit requirements contract procedures and demonstrate good financial control.
  • Open and close rent and sundry accounts, maintain suspense account and post amendments to accounts as necessary. Ensure internal computer systems are updated to reflect work carried out.
  • Raise invoices to external agencies and individuals.
  • Process refunds within set deadlines, ensuring all necessary checks are made beforehand with other departments and creditor accounts set up.
  • Generate all reports for housing department using word, excel, FMS, Business Objects and Orchard.
  • Prepare data for local Performance Indicators and ensure targets set for the Finance Team are achieved.
  • Communicate with tenants, leaseholders, general public, external organisations, other departments and Councillors by way of letter, fax, email, telephone or face to face meetings as required. Maintain confidentiality and comply with Data Protection, Freedom of Information Legislation and policies.
  • Liaise closely with the Housing Systems team in assisting with new system development and implementation, where appropriate.
  • Maintain a working knowledge of financial management systems, procedures and polices appropriate to the duties and responsibilities of the Housing Finance section.
  • Maintain and update procedure manual.
