The Development Bank of Wales was set up in 2001 as "Finance Wales" to help Welsh businesses realise their potential for innovation, growth and economic impact. Over the last 16 years, it has invested £0.5 billion in Welsh businesses and attracted £0.6 billion more from private sector investors.

As the landscape for business finance in Wales evolved, an Access to Finance review was announced in 2013 by Welsh Government. It recommended the creation of a public development bank, a national financial institution which would have a greater scope for giving business in Wales the support they need. In 2016, the First Minister announced the creation of the Development Bank of Wales as a key government priority. In July 2017, it was announced that the new organisation would launch in October 2017.

The Development Bank of Wales also manage and administer the Welsh Government's "Help to buy" scheme which has helped over 10,000 1st time buyers get onto the property ladder in Wales.

Job Description

This is an excellent opportunity for a CCAB qualified Accountant to join the Development Bank of Wales who are further expanding their well established finance team. Reporting to the Financial Controller, the Help to Buy & Property Accountant is a newly created role.

The purpose of the role is to assist the Financial Controller in running the accounting functions of Help to Buy Wales Ltd (HTBW), and provide support for the various property related funds that Development Bank of Wales (DBW) is managing on behalf of Welsh Government. The role will require liaison with the HTBW fund manager and the Property Director.

Main duties and responsibilities

In respect of HTBW:

  • The post holder will assist in the management of the accounting and financial control procedures which safeguard the assets of the HTBW company.
  • Assist with the preparation of the annual financial statements in co-operation with the Financial Controller.
  • Provide ongoing support for the implementation of the HTBW Loan Management System and subsequent phases.
  • Responsibility for the HTBW model which is used to calculate the fair value of the shared equity loan book at year end for inclusion in the annual financial statements.
  • Responsibility for maintenance of the fund modelling related to the two current phases of HTBW funding from Welsh Government including comparison with actuals.
  • Responsibility for forecasting interest in respect of the HTBW shared equity loan book.
  • Maintain reconciliations in respect of the two current phases of HTBW funding.
  • To provide advice, guidance and information on all financial procedural matters to the Fund Manager e.g. arrears management and paperless direct debits.

In respect of Property:

  • The post holder will assist in the management of the accounting and financial control procedures which safeguard the assets of DBW Investments (11) Ltd. To proactively identify areas of weakness and work across departments to identify / implement improvements.
  • Review the monthly management accounts for the company and providing insightful narrative on balance movements.
  • Assist with the preparation of the annual financial statements in co-operation with the Financial Controller.
  • Provide ad hoc support to the Property Director including ongoing maintenance of fund pipeline and drawdown of fund tranches.
  • Reviewing inputs into Framework and CRM to ensure accuracy of information held.
  • Assisting the Financial Controller in setting up new funds.

Generally:

  • Assist the Financial Controller with development and improvement of the accounting and associated systems in accordance with best practice.
  • Co-operation with auditors, advisers and stakeholders as required.
  • Preparation of ad hoc tasks and accounting reports as required.
  • Any other task as may be defined by the Fund Manager, Property Director or Financial Controller to meet operational needs.

The Successful Applicant

Essential

  • Recognised UK accountancy qualification with post qualification experience ideally in a financial services environment
  • Excellent communication skills (verbal & written)
  • Team working skills and an open and enthusiastic approach to work
  • IT/PC literate with good ability to use Microsoft Office suite of products
  • Up to date knowledge of technical accounting developments including IFRS & FRS101
  • Good knowledge of industry and commerce
  • Ability to work independently and as part of a team

Desirable

  • Familiar with the use of Sage or other similar accounting packages, Portfolio Management Systems (e.g. Framework or similar) and other relevant software
  • Knowledge of the financial needs of SMEs
  • Knowledge of mortgage services
  • FCA/Private Equity experience
  • Welsh Speaker

Salary in the range of £38,000 - £40,000

This role can be based in either Cardiff or Wrexham.
