Becoming an Economic Regulation Analyst with DCC Smart Metering:

We are looking for an Analyst to join the Economic Regulation team. This person will play an active role within the team, supporting managers in the design and operation of incentive arrangements, responding to policy consultations and working with colleagues to ensure appropriate regulatory obligations are observed.

Working with the Price Control Manager, the Economic Regulation Analyst will also play a substantial part in preparations for and the development of the annual Price Control and other submissions. This will include working with Finance colleagues to identify areas of interest in the cost data being reported which DCC may need to provide justification for as part of the annual submission

This is a highly collaborative role and the Economic Regulation Analyst will be expected to build a network of contacts around DCC which will enable them to build understanding and justifications around expenditure, based on their ongoing analysis

It is envisaged that the Analyst will be provided with development opportunities and appropriate training and supervision, such that he/she can aspire to progress to a Manager role, subject to performance

What you will do:

  • Be responsible for working with Finance to ensure that expenditure data is accurate on a monthly basis

  • Develop understanding and produce written justifications of the patterns which are being observed in the expenditure data, e. expenditure exceeding what was previously forecast

  • Support the Price Control manager in designing the annual Price Control submission with emphasis on how relevant information can be captured from other colleagues

  • Undertake ad-hoc analysis either to inform discussions with the regulator or internal decision-making

  • Contribute to the development of DCC's Price Control material through the year, including gathering evidence on the rationale for spending, ensuring good process is being observed in the business so as to support Price Control and representing economic regulation in business initiatives with a regulatory impact

  • Research and work with other team members to prepare any applications for extensions to baseline margin and gain-share opportunities.

  • Participate in regular communications with Ofgem to ensure they understand our approach

  • Develop a good understanding of the entire business and the wider energy industry

Your experience will include:

  • A degree in a numerate discipline or similar, ie Economics, Finance, Science related

  • Hands-on experience of tools, such as Excel, to develop analysis which can be used in support of DCC propositions or policy positions

  • Strong written and verbal communication skills

  • Some experience of data analysis and awareness of costings

  • Ideally some experience of working within a regulatory environment (obtained, for example, in a regulated company or a regulator)

  • Ideally knowledge of regulatory frameworks and price control, including incentives

  • Good organisation skills including bringing large projects to successful conclusion within strict deadlines

  • Ability to work with people at all levels, including senior executives
