Role Purpose

  • Ensure that CITB has effective and evidence-based business plans at directorate level on an annual and multi-year horizon which align with CITB strategic plans.
  • Design and implement an improved evidence-based performance management framework which translates annual and three year plans into agreed KPIs. 
  • Lead work on designing and engineering fit for purpose processes and systems for the Finance function.
  •  Lead the BP&PM Team, line managing and developing direct reports, and actively engaging the whole team in supporting delivery of CITB’s Purpose and Vision.
  • Act as a visible corporate citizen living the CITB behaviours and values

Key responsibilities and accountabilities

1. Work effectively with Strategic Planning, Executive Directors, and the Leadership Team to build annual and three year plans which translate the strategic plan into deliverables and where resources are allocated effectively in order to achieve outcomes.

2. Work directly with stakeholders to understand their business, risks, performance, and issues in order to reflect current and future thinking into the plans and to offer advice and linkages across CITB.

3. Design and monitor target KPIs across the range of Inputs, Activities, and Outputs agreed as part of the Business Plan.

4. Work effectively with other teams within Finance and Corporate Performance to leverage evidence and analysis to best effect.

5. Lead the business planning and performance management contribution of the BP&PM team.

6. Consider and develop continuous improvement ways of working.

7. Address any audit or review recommendations in an effective and timely way.

8. Work effectively to meet deadlines and organise work objectives and priorities accordingly

Change Management

14.Delivering business improvement programmes to increase efficiency and effectiveness within Team.

15.With the change team, support internal change programmes to enable the team to meet its strategic objectives for delivering skills policy and training for the construction industry through the provision of core business enabling services.

Essential

  • Extensive planning experience in CITB or similar organisations to CITB.
  • Comprehensive knowledge of concepts and principles within own discipline, gained through broad and in-depth experience – a recognised expert and acknowledged authority.
  • Operational knowledge of other business disciplines in order to resolve issues that have an impact beyond own professional discipline.
  • Developed people and team leadership skills.
  •  An effective and confident communicator.
  •  Expected to maintain personal development plans as per PPP.
  • Advanced analytical skills in order to evaluate factual and qualitative information in complicated or novel situations. Demonstrable ability to filter, prioritise, analyse and validate complex and dynamic material.
