The Organisation
The Welsh Revenue Authority (WRA) is the first non-ministerial department of Welsh Government. The WRA is responsible for collecting and managing the first two devolved Welsh taxes; Land Transaction Tax and Landfill Tax. These taxes were introduced in April 2018. The WRA expects to raise over £1bn in taxes over the first four years. The revenue will fund public services, such as the NHS and schools.
The Role
Reporting directly to the CEO, this is a key role which will contribute to the future strategic direction of the organisation. You will lead and inspire the finance team as well as manage the day-to-day operations of tax collection and accounting. In this role, you will be expected to make high-level decisions, balancing risk and opportunity, to manage the corporate budget and expected tax income of £1 billion over the first four years.
You will be required to influence at board level, both internally, as part of the executive committee, and externally with Welsh Government and Ministers. You will see the bigger picture and enjoy creating long term plans, with the ability to convey complex financial information to non-finance colleagues.
This is a role of transformational change and you will need to be an exceptionally adaptable individual to deliver the current Corporate Plan whilst also ensuring best value for money. The WRA is a young organisation and therefore still forming; this means the role is overarching and broad in nature.
About you
The ideal candidate for this role will be a senior level qualified accountant with previous experience in a strategically driven leadership role. You will be a strong communicator with the ability to engage with stakeholders at all levels in the organisation. You will relish a challenge and be passionate about shaping the financial future of the organisation.
