Hays are delighted to support Leicestershire County Council in appointing a Capital Projects Finance Analyst.

The Financial Analyst will operate as part of the Finance Business Partner Team to develop and improve the provision of financial advice, analysis and information to the service department in order to support effective strategic decision making and delivering the medium-term financial strategy.
You will be responsible for overseeing the financial planning and monitoring of the authority's capital programme; working with external and internal stakeholders to ensure long-term infrastructure projects are progressed efficiently, within the approved budget envelope, and deliver the desired outcomes
Your key duties and responsibilities will include
- Provision of strategic advice and guidance to the Senior Leadership team to support decision making, challenging and influencing management to ensure the best outcome is obtained for the Council
- Gain sufficient understanding of the business and its operations (in particular it's capital schemes) to ensure that financial advice and information provided supports effective decision making including the mitigation of risk and control of spend over the lifecycle of capital schemes, especially those which span many years.
- Support the development of management reports and the related systems to improve the links between financial information, operational activity and outcomes.
- Challenge and influence decision makers so that the right outcome is obtained for Leicestershire County Council.
- Develop effective working relationships with external partners/bodies including representing the Council's interests at meetings, providing strategic advice and financial information at national, regional and local levels, and ensuring a consistent approach to delivering joint priorities.
The ideal candidate will be a strong, confident communicator with excellent business partnering and analysis experience. With a professional qualification, the candidate will also have gained exposure to a wide range of systems ideally Oracle, although similar ERP systems would suit.
You will have a clear background in the financial management of long-term capital projects, ideally within infrastructure or developments, and be a strong communicator able to deal with external partners.
Although working in a Local Government environment would be beneficial, it is not essential for this position and attention will be given to those candidates who have worked in a similar role in a large complex organisation.
