Although better placed to develop economically and socially as a result of opening our international airport in 2017, we are not at the stage of self-sufficiency and therefore remain dependent on UK government aid. In this key role as Financial Services Development Manager​, you will develop new systems and processes for St Helena to achieve significant international company registry developments, expand the financial services sector, and implement a financial technology development strategy, leading to improved income streams for the island and for the St Helena Government (SHG). You will be a key enabler to the transformation of a small island economy.

The role

You will nurture St Helena’s financial services offering, leading policy work on company registry and tax policies. Alongside the Export, Trade, and Investment Manager you will market St Helena as a centre for financial services and fintech firms to operate, leading to increased economic activity and maximised revenue for St Helena Government. As you co-operate with on-island stakeholders, including the Bank of St Helena and the private sector, you will help to break down barriers to growth in the financial sector. Your recommendations for allocation of funds and resources will take forward priorities, through a financial services work plan.

You will create linkages with the island’s financial services regulator to help develop the legal framework for company registration. Marketing St Helena’s Company Registry services internationally, you will facilitate relocation of company headquarters to the island. You must develop and manage policy regarding the recognition of Trusts and other financial instruments, undertake associated consultation and work with the Attorney General Chambers on legislation development, undertaking law review in areas relating to business registration, company formation and Trusts. You will have experience in helping jurisdictions comply with international standards on anti-money laundering and combatting the financing of terrorism.

Candidate requirements

A relevant Bachelors or Masters degree or equivalent experience will be expected for the Financial Services Development Manager role, with a substantial background in traditional financial services. Aware of recent developments in the regulation, promotion, and development of modern financial services, including crypto asset exchanges, DAO company structures, and other financial technology issues, you have helped to develop government policy and/or legislation and assisted governments to achieve Financial Action Task Force (FATF) compliance. Your history should include analysing and interpreting information, managing budgets, resources and funding and working with a Financial Regulator.

In addition, you must demonstrate our core values of fairness, integrity and teamwork and use your diverse expertise and experiences to ensure your time on the Island has the broadest benefit to St Helena.  As an officer funded through the Technical Co-Operation Programme you will be expected to share your knowledge and skills beyond the workplace contributing to workforce, community and capacity development in St Helena.
