The finance team is at the heart of the council, they are currently going through a period of transformation and this newly created role will be leading and integrating the delivery of a range of financial services to add value, drive change and facilitate the ambitions of Southend-on-Sea.

Your new role
As the Finance Manager you will support the Senior Finance Lead in delivering the corporate vision, values and priorities of the Council and management of strategic and operational projects which maintain and enhance service delivery or improve efficiency.

The key areas of responsibility in this role are the delivery of the capital investment programme, fixed assets, treasury management and leasing. Including the capital year end closing of accounts and the preparation of the annual Statement of Accounts.

You will also manage the areas of banking, VAT, Local Transparency, procurement cards, cash collection, income management, reconciliations, the revenues and benefits control function and any other relevant technical/compliance areas. You will also manage a team of staff who will be involved in the day-to-day transactional processes of the capital, treasury and banking functions.

What you'll need to succeed
You must be a qualified accountant (CCAB) Accountant, with Local Authority finance experience in these areas of focus, and you must be professional and confident in discussions with all members of the Council and external parties. Southend-on-Sea Borough Council is looking for someone to drive positive change whilst delivering results, leading by example to build great relationships within the organisation and deliver a first class service to the Executive team.

They are offering a competitive salary from £46,662 - £51,730 dependant on experience. You will be able to work in a flexible manner, whether remotely or office based, dependant on your location.
