This is an excellent opportunity for an ambitious, positive, and innovative accountant to help deliver budgeting and forecasting within the Finance Team. This is an important role within the Finance Team providing financial support and advice to the different Service areas of a local government organisation, alongside assisting with the provision of technical guidance and support to these Service areas and the wider Finance Team.
Reporting to the Accountancy Manager, and based in the Policy & Resources service, you will be part of the Finance Team providing professional financial support and advice to Service Managers, Senior Officers and elected Members. You will provide technical support and undertake tasks to support the Accountancy Manager to deliver the Finance Service and contribute to the delivery of the strategic plan.
Your responsibilities will include:
- Providing support with the preparation of the annual revenue, capital, consolidated budgets, and treasury strategy.
- Data collection and processing for monthly budget monitoring.
- Supporting the Accountancy Manager act as lead officer, for the organisations multi-million pound Commercial Property portfolio, maintaining a strong working relationship with the Property team and managing agents. Undertaking reconciliations of income accounts, control accounts, suspense accounts and bank.
- Preparation of statement of accounts through monthly and year end close-down procedures.
- Providing general advice and support to services, and monitor service budgets (revenue and capital) and virements.
- Assisting with the compilation of returns, statistical reports, and other requests for information.
- Providing data input, operating information systems, and extracting reports as specified working closely with our shared service systems team.
- Fulfilling finance duties in relation to creditor payments, treasury management, insurance administration and bank.
- Overseeing the collection and presentation of information to inform responses to financial operations work, ensuring guidelines and timescales are met.
- Providing quality assurance where appropriate.
- Contributing to the delivery of service plans in order to meet the organisations corporate plan priorities in accordance with the requirements of the Service Managers.
- Maintaining and developing constructive relationships; generate effective engagement and clear communication creating a collaborative working environment that drives performance and continuous service development. Engaging with stakeholders (internal and external) through effective communication to ensure good performance and continuing service improvement.
- Demonstrating a commitment to personal and professional development, working with managers to identify any gaps in skills, knowledge and expertise and plan for improvement.
- Considering the financial implications of any activities affecting the use of funds, seeking best value for money and identifying or recommending more cost-effective options.
- Supporting users in the operation of Financial Systems and building on the operation of the Financial System shared service.
- Working collaboratively with managers and officers to identify and address any gaps in skills, knowledge and expertise within the team and inform service and workforce development plan.

Experience
- Experience of managing and monitoring budget performance.
- Demonstrable ability of providing business support in a busy environment.
- Experience of using defined business processes and guiding others on how to use them.
- Capability of maintaining accurate records and to work to prescribed policies and quality standards.
- Experience of contributing to improvements in service delivery and best value.
- Knowledge of working with local government accounting principles and practice.
- Experience of coping well under pressure and dealing with difficult situations.
- Demonstrably ability to produce final accounts in line with statutory requirements.
Knowledge, Skills and Understanding
- Ability to present complex information and reports in a concise and clear manner either orally or in writing.
- Developed and effective organisational and implementation skills.
- Good analytical skills and the ability to assimilate understand and interpret complex material.
- Clear understanding of budget issues and a general understanding of wider local government issues.
- Ability to work the changing technology and embrace change and digital transformation.
Education & Qualifications
- Essential Part Qualified CCAB accountant with demonstrable practical accounting experience.
- Monitoring and ongoing development of outcomes
- As part of the Council's annual appraisal process, outcome based targets will be developed in conjunction with the post holder and will supplement this job profile.
